Purpose of the department:
To develop and maintain effective and efficient personnel, equalities and occupational health advice and systems and to provide systematic training and development to develop and maintain skills and competencies, to ensure that all of the FRS’s personnel are fully trained to carry out their roles effectively, competently and above all safely and can therefore maximise their contribution to achieving the FRS’s Strategic Aims
Objectives of the department:
- To recruit, promote, transfer and retain staff to reflect the community we serve and to deliver performance improvements, quality of service and to achieve our Strategic Aims
- To ensure equality of opportunity is promoted and implemented within the FRS and demonstrated to our community and to introduce and embed Core Values to the organisation
- To develop effective and pro-active ‘people’ management policies and procedures, which will encourage people to fully contribute to the organisation
- To support and facilitate a culture of continual personal and professional development for all staff of the FRS, including the provision of training to meet IPDS requirements, competencies and associated National Standards, to enable staff to perform effectively in their roles.
- To develop succession management and leadership development for all levels in the organisation
- To promote health & fitness and to provide a professional occupational health service to all staff, including the co-ordination of the provision of external services such as physiotherapy & counselling
- To provide a risk assessed and safe system of training that re-creates as near as possible, realistic and effective training, which mirrors all the FRS’s current and future operational activities.
Who do Human Resources provide a Service for?
Under Best Value, we provide a service to all personnel of Wiltshire Fire & Rescue Service, members of the public and other stakeholders.
Training & Development, Equalities, Personnel & Occupational Health provide the following support services in line with our statement of purpose.
The Department is responsible for the following remits:
- Recruitment, promotion and retention of staff
- Provision of Equality & Fairness advice & guidance and legislative compliance including the production of Equality Schemes and associated Action Plans
- Provision of Occupational Health advice, and health services such as Physiotherapy and Counselling
- Medicals and Fitness testing for existing and potential employees
- Development, maintenance and monitoring of FRS personnel policies and procedures
- Provision of personnel advice and interpretation of employment legislation
- Liaison with Payroll and Pensions
- The training department provides a comprehensive programme of training and development courses for all of the FRS’s personnel.
- A framework for ongoing station based training is provided for all of the FRS’s operational personnel. This is based around competencies and skills identified in National Occupational standards (NOS).
- The FRS provides training for personnel to be National Vocational Qualification (NVQ) assessors and verifiers, as well as training “best practice” assessors on all retained stations.
- Career progression courses and other specialist training, particularly in relation to continuous personnel development.
